Flock the Flocking Flockers
Campaign 001 examines automated license-plate reader networks: camera counts, contracts, retention, access, data sharing, funding, oversight, and the policies that allow these systems to expand.
If legal and privacy review approves field work, Citizens Sentry would use a small, temporary, clearly marked, privacy-restricted demonstration to show how isolated observations can become searchable movement data.
The goal is not to build another surveillance network. The goal is to demonstrate why existing networks deserve scrutiny.
